The PDGs of R.I. District 3870 meet again for the second time this Rotary Year on October 18, 2008 at VIP Hotel and it was the turn of PDG Cords Baguio of RC Iligan North to host the meeting. The meeting was attended by PDGs – Cocoy V., Al M., Cords B., Jun N., Dodong L., Doring C., and DG Rhia. Spouses Rosie Manus and Linda Caragus were also around to observe the discussion, and deliberation of topics ranging from the key issues like the District’s realignment to membership growth. DG Rhia made an update on the District current affairs and concern while PDG Joe presented the status of the District’s membership and revealing statistics detailing clubs with increase and decrease in membership and clubs with no growth at all . A major concern too is for small clubs to meet the 20 membership number. The most interesting topic discussed extensively was the District realignment which PDG Al handled. Among the several options presented, the option to endorse an all – Visayas and all – Mindanao Districts were nearly passed, but it ended up with the PDGs preferring to endorse the Resolution adapted in the DISTASS in Cotabato City last April 6, 2008 about the realignment of the CARAGA and SOCSARGEN Regions from R.I. 3860 to R.I. 3870.
By this time October, all the clubs and some of the zones in R.I. District 3870 have already selected their high school candidates, aged 14 to 18 years old, for the District Competition of the “VOICE OF THE YOUTH “– BI – ENNIAL IMPROMPTU SPEAKING COMPETITION. Each of the 4 zones in the District will send in at least five ( 5 ) candidates for the District Competition on Nov. 22, 2008 at Country Village Hotel , Carmen , Cagayan de Oro City . The zone I and District level competition will be hosted by the RC – Carmen Valley West, Cagayan de Oro under Club President Edward Chiong. The VOY Host Club Chair PP Johnny Huan and District Chair PP Maning Ravanera and Zone I Chair PP Francis Ku are working double time to see to it that the Zone 1 competition with 30 candidates more or less , and the District level competition with 20 candidates and 70 - 80 Rotarians , chaperons and guest coming from the 4 Rotary Zones as far as Bukidnon , Cotabato , North Cotabato and Sultan Kudarat are hosted properly and the program runs smoothly . The snacks and meals during the Zone I & District level competition, and Awarding nights are for free to the candidates, the chaperons and the selected Rotarians. A Souvenir Program is also being prepared by the Host Club; a club predominated by young lawyers and golfers-businessmen.

ITFR International Tennis Fellowship of Rotarians ( www.itfr.org ) is now present in 46 Countries of the five continents with 542 members , nevertheless I notice that not a single ITFR member belongs to your District and Country . This makes any attempt to promote ITFR in your territory more complicated, because I have to contact the district officers that are already very busy with other engagements.
For this reason I would be very thankful if you could help me , through the Rotary Fellowship Chair or the district Secretary , in finding at least one member who is fond of or plays tennis and is interested in joining the network of our fellowship.
ITFR doesn’t request any membership fee and Rotarians, Rotaractors and their wives and husbands can apply for membership.
It will be important to find a little group of members or even just one Rotarian friend who would be our representative in your territory, so to help us in recruiting members and spreading information in the District and in the Country in your mother language.
Project LINK is RI’s on-line , searchable database which lists Rotary club and district projects in need of funding , volunteers , donated goods , and / or partners for a Rotary Foundation Matching Grant , and model projects that can be used as examples of best practices . We encourage you to share this resource with your clubs to support projects related to President D.K. Lee’s emphasis of reducing child mortality.
Although the Project Link database is available in English only; clubs may complete a WCS Project Data Form ( 784 ) or Community Projects Database Project Submission Form in English , French , Spanish , Portuguese , Japanese and Korean to list a project in need of assistance or a model project respectively . Rotarians interested in finding a project to support may search the database. For example , if your club is seeking a project that will help support President Lee’s emphasis of reducing child mortality , you might conduct a search on the advanced tab , by entering keywords such as “ child “ , “ nutrition “ , “ water filtration , “ or “ AIDS “. For further details, please contact Susan Schneider, Supervisor, International Service Program, RI at Susan Schneider@rotary.org.

Membership development and extension are essential to achieving Rotary’s goals of providing community and international service. The continued growth of our clubs and international association depends on our ability to bring new, qualified volunteers into our ranks. Rotary’s vitality and longevity depend on our success in creating new, effective Rotary clubs and nurturing their growth and development.
While the responsibility for Rotary extension falls to you, the district governor, every Rotary club member shares the responsibility of proposing qualified new members. It is an obligation born from the privilege of membership.
Few things are more rewarding than sharing Rotary with others; however, the RI Board is offering an additional incentive: the RI Membership Development and Extension Award. This program recognizes membership growth in existing clubs, retention of current club members, and the establishment of new clubs. Districts that meet or exceed their membership goal also receive recognition. The program is outlined here.
DESCRIPTION
The annual RI Membership Development and Extension Award is given to clubs within a district based on their achievements during the 1 July- 15 May time frame in the following categories:
· Overall growth : club with the highest growth rate ( percentage )
· Recruitment : club with the most new members inducted
· Retention : club with the highest retention rate ( percentage )
· New clubs : club(s) that sponsored a new club(s)
---- The retention is the percentage of club members who joined the club on or before 1 July and are still members of the club on 15 May.
In addition, governors of districts that meet or exceed their membership goals by 15 May receive special district membership recognition from the RI president.
Dear friends,
Thank you very much for your good wishes and kind congratulations welcoming me as RI president. It is heartwarming to see the outpouring of messages that my wife, Young, and I received. We appreciate and are humbled by the attention.
I am honored to have been chosen as the 2008-09 Rotary International presidents. Young and I look forward to the opportunity to continue serving Rotary. We feel that with the continued support of dedicated Rotarians around the world, we can trulyMake Dreams Real.
I am particularly pleased by the response to my RI theme, Make Dreams Real. It is gratifying to hear that my call for Rotarians to make the world a better place for children has resonated with so many of you.
I am glad you are ready to embrace this theme and to stand shoulder to shoulder with me to achieve this goal. United in Rotary, we can Make Dreams Real for all of the world’s children by reducing child mortality.
As we begin this new adventure of Rotary service, Young and I look forward to meeting as many of you as possible and visiting your many worthy projects. Stop by my Web pages monthly to see the various places we have visited during our RI travels.
Sincerely,
Dong Kurn (D.K.) Lee

Members are essential to achieving Rotary’s goals of providing community and international service. The continued growth of our clubs and international association depends on our ability to bring new, qualified members into our ranks. Every Rotary club member shares the responsibility of proposing qualified new members. It is an obligation born from the privilege of membership.
Clubs that have been experiencing slow growth may have fallen below the club charter requirement of 20 members. To provide an incentive for membership development, the RI Board of Directors established the Recognition of Smaller Club Membership Growth program, which
Acknowledges the unique challenges these clubs face and recognizes their achievements. The Board encourages you, as district governor, to work with these clubs and support their efforts to gain new members.
Description
Recognition of Smaller Club Membership Growth certificates will be awarded to clubs in the following three categories that meet their membership goal during the 1 July-15 May time frame:
| Club Category | Membership Goal |
| Fewer than 10 members | At least 10 members |
| 10 – 14 members | At least 15 members |
| 15 – 19 members | At least 20 members |
The district governor submits the names of all qualifying clubs to RI between 16 May and 30 June. Each recognized club will receive a certificate signed by the RI president.
